MB is currently greater than M2.  Fractional reserve, at present, isn't quite fractional (and this is a bad thing; I'm in the "fractional reserve is just fine" camp). As Barkley Rosser points out in the comments, it's (probably) not quite as bad as Cowen thinks, but it is nevertheless bad.
